problem in link my account bank

hi , i want to link my account bank of payoneer and i don't know why say this message 

" Sorry, we are not able to process your request. Please try again later."

Paypal does not support payoneer, you can sometimes add an account but it won't work properly and paypal advise against trying.

why paypal don't accept payoneer bank ?

Because its a virtual bank.
