problem adding the bank account

Hi, I've just had to close a couple of personal PayPal accounts due to security and technical issues and have now opened a new account. I'm trying to add my bank account to the new PayPal account, however, I get the following message: We're sorry, and please try again later. Will I need to wait a few days for the closed accounts to be updated on the system or will this be a permanent error and I'll be unable to use this particular bank account in future? Thanks

You are only allowed x2 paypal accounts if x1 is personal and the other x1 is business, if you have 2 of the same type you risk them both being limited. 

Did you remove all bank accounts / cards / cancel any subscriptions etc before you closed the accounts?
