first time sender,and he has tried 3 or 4 times to send me money, the help section is vauge,if im a first time seller does pp hold money a period of time befor i get it and is there anyway to find out if buyer is on a good/bad list?

There's been some service interruptions lately.

If you're a new seller, your payments could be subject to PayPal's 21 day funds availability hold, although PayPal does not intentionally hide payments from you if they are actually sent. There should be a record of the payment fairly instantly barring any technical glitch which you'll need to call PayPal customer service if payment is not appearing in your account at all. If your payment is subject to a hold the funds will be held in a Pending balance and the transaction will be marked On Hold in red.

As a new seller, beware of scams though. Some would email and say they've paid and but the money is on hold asking for tracking numbers, gift cards, paying a third party first...all kinds of garbage. PayPal does not require that. If someone paid, it should show in your PayPal account. Sometimes there can be slight delays, so allow 15 to 30 mins, if you see nothing, give PayPal a call. You should also receive a basic PayPal email with who paid, how much, what payment is for (if included) and transaction ID number. If you call PayPal, give the transaction ID number to trace payment.
How to contact customer service for assistance:
Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.
Call early, during business hours, west coast time to try to get a US rep. Say "Live Agent" to the automated recording.
