i recently sold an item on ebay for 709 plus 7.50 postage andpaypalgave me 681 any idea why they took 35 from me it wasa uk to uk transaction ?

The PayPal account sending the money is from non-UK PayPal account. Likely from the territories that are 2.00% extra in fees. The rate you're charge is 4.9% + 30p = 2.9% + 30p + 2.00%
If sending £716.50, the amount that will go to fees is £35.41 and the recipient will receive £681.09. That's 4.94% going to fees, effectively.
* Using cross border fee rate of 4.9% + £0.30
