How do I make apayment to foreign bank account in Belgium?

Bank account has to be linked and confirmed to an active and valid Belgium PayPal account. Then a payment can be made to the PayPal account and withdrawn to linked bank. The owner of bank account must be the one to open the PayPal account. All account info must match and verifiable by PayPal.
