payment taken off hold, but still not received after 14 days

I sold an item on depop for 30 pounds, but the payment was put on hold until postage was proven. I added tracking information, and so the payment was taken off hold. I've contacted the PayPal phone number but there was only an automated system that did not understand my problem, it only told me that it can sometimes take over one day for payments taken off hold to appear in your balance. 

After 12 days, I received an email, saying that my money is available. It included information of the payment, with the customer's email, so I knew it was the money that I've been waiting to receive. However, I still have no money in my PayPal balance. 

Can anyone explain how I can fix this? Thanks.
