My debit card is linked to a paypal account that isn't mine, and I don't know how to remove it. I don't know what account has my card info on it, but it means I can't add my card onto my account. Is there anyway to remove my card remotely from accounts that I don't have access to?
You need to contact customer services to resolve any account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
