mpesa link account

Hi guys, I tried to link my mpesa account with paypal but I get the message sorry cant link these account. The statement below it states that the mpesa account has already being registered to the service. Am unable to withdraw .Kindly help me out.

What could be the problem? I can't link the two accounts either
