money on hold after sale on ebay

hi i sold a ring on ebay got money in my transaction on paypal but says on hold and can get it within one day delivery i add tracking information parcel was delivered and still says on hold or pending 

i have printed out there signature from royal mail tracking and its been signed for why cant i access my money
