linked ebay account

My paypal and ebay account are linked.  My paypal card details are correct.  When trying to make a purchase on ebay today I am getting a login paypal details then add card details.  I have tried but still pop up keeps coming up and I cannot make purchase.   I have never had this problem before.  Ebay account says that it is linked to my paypal.    Not sure what to do.

It sounds like you may be encountering our internal security, which is preventing the payment due to risk. If that's the case, you'll either need to add a different payment method to try the payment again or try at a later time. I apologize for any inconvenience this may cause.

Hello, I have the same issue for last month. Never had issues with eBay and PayPal before, using it since 2009, my card is active. I don't understand why the transaction is considered risk ($3.36 payment)

I purchased an item on 24 January 2021, eBay will not let me pay even if I change my method of payment from PayPal to a credit card.  They say it is "probably" due to an outage at the PayPal end but cannot explain why the card won't work... Have tried waiting as instructed but no success. Have made two other purchases on eBay since that went through okay. The vendor cannot seem to get anything done either.
