so when I link my bank acct it asks for my user name and password for my account to link it is that normal? and does paypal save this info?

Are you linking your bank after logging in NORMALLY to your paypal account and clicking on WALLET?
Only this does not sound correct, you didn't follow a link in an email did you.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
