i cant link my credit card

i created a new account on pajpal and i can't link my card.

There could be multiple reasons why you cannot link your card. However, from the error message that you reported here, it seems like you need to contact your card issuer in order to resolve the issue as the card has been declined by them. This can happen if your card has not been enabled to be used online or if your card has not been activated.
