i cant link my account to pay pal

hi,

i haven been able to link my paypal account to my personal bank account successfully also i have tried to link it to my domiciliary account with no success. it doesn't open up the page for me to proceed.

what could be the problem please?

No bank accounts. Cards only (credit, debit or prepaid).
