i can not neither send money nor withdrawal money from my paypal balance

Hi 

i have been trying to  withdrawal money to my bank account and it says ,

There is a problem 

Right now, we’re not able to transfer the money to your bank.

what should i do , i tried contact costumers service but they never responded

Every time I try to send money from my bank account it says there's a problem please try again later. Same thing happened when I try to transfer money to my PayPal account
