help on being charged twice??

i was recently in the middle of a refunding process, so i had to return $6.06 to my paypal account which i did when i made a purchase & paypal added the additional fee of $6.06 to the purchase i was making. a few days later i attempted to make another purchase & paypal added an additional $6.06 to my total. on my paypal statements i’ve only been charged $6.06 once, but in my baking statement i’ve been charged twice. how can i speak to a customer service rep, or get back my $6.06

PayPal's great. I once sent a £250 payment to somebody and whilst they only got one payment of £250, I was actually charged twice and neither my bank or PayPal would help. They would constantly keep telling me to go to the other party for help. Never got my £250 back.
