To receive and see a payment your friend need to have a confirmed mail address.
I advice you to confirm to your friend of which mail address this payment was sent to and tell your friend to see so they have that mail in their PayPal account and to have the mail confirmed.
Once that is done it may take up to 24 hours if they recently confirmed the mail, most of times it takes just a few minutes before they should be able to see the payment in transaction history.
They then would need to accept the payment in transaction history, this cannot be done in the PayPal app nor on safari browser.
