I transferred 20$ (19.80 after fees) to my bank acct. never got it. I have the transaction ID email saved in my email saying that it was sent to my bank,but nothing. I waited a few hours so that's not it. Please someone help, what can/should I do now??? Now all I have in PayPal is .86 cents. I'm in AZ.

The withdrawal method in Azerbaijan is to a Visa Card. If you have withdrawn the funds to your bank account, there is chance the withdrawal may fail and the funds will be credited back to your PayPal account balance. It may take up to 30 days for the withdrawal to be declined and the funds to appear back on your PayPal account.
