The payment could be under review by PayPal or the sender either in error or no other option but to send you a goods and service payment as some countries this is the only way to send as friends and family option might not be available.
To get the funds released:
Click "Add Tracking" button in the transaction details, select an order status, then ask the other party to confirm receipt on their end of the transaction to release funds.
