You mean by debit card the card you received from your banking institution for Interac as an example?
Yes, you will need to setup the bank account you want to receive the money into in PayPal. PayPal will transfer a small amount into the account that will show that you filled out the routing correctly. Once you verify that with PayPal your bank account becomes verified (will take about 3 days in my case).
At that time you can transfer money from your PayPal account into your verified bank account and use debit to spend it.
It is not possible to transfer it to a credit card, in my country at least.
