declined card but OK card

"Your card was declined by the issuing bank.... " ...but in bank says that everything is OK (I am not in USA or EU) I have a new Visa card. Do I need to have some money on card before linking.Please help me, and thank you!!!

Hi @originalja1 and welcome back.
When you are adding a card on your PayPal account you should always have a small balance on it. The reason for this is that we may do a temporary authorisation charge to the card to ensure that it is valid. This charge is generally 1.00USD. I would advise adding a small balance to your new visa card and once you have done this you can try add it to your PayPal account account again.
I would also recommend to ensure that all the information matches such as the name and address on your card matches what you have on your PayPal account. These must match in order for your card to be added successfully.
