cant withdraw

yesterday i just recieved money from my friend , and then i try to withdraw , but cant , why ?

I also transferred money using my other account to my new account using Friends or Family. 

It showed on my my latest Completed Transaction that I have received $981 but my PayPal balance is only showing $3.70 .

Can you please let me know if this will be fixed ASAP??!

try to withdraw to bank, says cannot complete this request
