bank account link problem

Hlo why i dont see the bank link in my account where i cant add bank account i just see there only card option please anyone here to help me figure out

You can't add a local bank account in your country.
You can only add a linked card.

ALSO
The option to 'receive' paypal payments is sadly not available in your country.
You can only 'send' payments for purchases.

I want to add a Payoneer account in my paypal I need to transfer amount to Payoneer and the Payoneer account accept in your country so

Paypal does not support payoneer, you can sometimes add an account but it won't work properly and paypal advise you against trying.

why i can't link my debit card in my pay pal account...before i already link my bank account in pay pal ,but i didn't finish to activate my bank account thats why the transfer is declined ???how can i back to link my bank account to pay pal???
