is there a way to raise the atm withdraw limit or is there special atm's for paypal to get more that $400 from my account

Assuming you're referring to the PayPal Cash MasterCard your standard daily limits include $3,000.00 USD for purchases and $400.00 USD for cash withdrawals.   That's the according to the Cardholder Agreement.   Bottom line, unfortunately that's your options.
