after 180 days still not able to withdraw my own balance from paypall

hi there

    i am from south Africa, i did receive some amount $1545.30 from another paypal account but at that paypal admin held my account and give me the withdraw time of 180 days and this was august 2019 now i am trying to withdraw that amount but unfortunately my bank card was stolen and bank issued me another card so from last month i still struggling to get my amount :(.

   is any one have solution for me ?????

1. Log on.
2. Click HELP at the top menu.
3. Scroll down and click CONTACT US.
4. Scroll down to click CALL US or other contact options.

Keep in mind that you must withdrawal to bank account not bank card though.
