adding money

hello, i tried to add money on my paypal account but this is what i can see on screen SERVICE UNAVAILABLE Unfortunately this service has been disabled for your PayPal account. If you have any questions, please contact PayPal Support

i tried to contact paypal but only machine reply all the time the same, i can add money like this or like that

no answer

can somebody help?

when i choose to add money says

I have issue i cant add money it says service disabled. To contact paypal support its not possible im just in horrible situation !
