adding credit card

Iwould like to add another credit card to my acount/

it's a Master card.

Three time i got a massage :

"There's a problem with your account. Please contact us so we can help you out"

And here I turn, not really knowing who.
I did not find contact details for problem solving other than the community.
Who is behind the PayPal?

Click help / contact bottom left of Paypal pages for options available for your country.
