I called my bank for them to bypass it so that my card could be linked. It has been confirmed that it was bypassed but I'm still getting the same error. I don't have any cards linked to my Paypal acc anymore and I am not in the US to call their CS hotline. I don't know what else I can do from my end. I only have one card to link and I need it to pay people through Paypal.
