so i try few times to add same card and i think because of that my card was declined. i try it few times because it was showing this error: "Your card was declined by the issuing bank. Please try a different card..." and 1 more thing i cant call them because i cant speak English well so is there another fastest way to solve this problem ?

You would need to check with your card issuer as to why they were declining the card.
