I want Link my Card and the message pop up :(Your card has been declined. Please try a different payment method) I went to my Bank and they said the Problem is not from the account bank and I tried many time but not result, I deleted the account and created anther one also no result,  the card is ok no problem on it, can one help me please. Card Type: VISA CARD

You can't add a local bank account / debit card in your country.
You can only link a credit card.

Also the option to receive paypal payments is sadly not available in Chad.
You can only send payments for purchases funded by your (confirmed) credit card.

Paypal varies a lot country to country and can only offer the services that the banks / governments of that country allow it to offer.
There are quite a few countries unable to receive paypal payments.
