Your Payment has been declined???

I was sending some money to a friend but when I try to send it says my payment has been declined? and that it can’t be completed at this time. I am from the UK

Have you sent funds before? Old or new account?
Are you sending via a linked bank account or debit card or funds in your balance?
Have you verified / confirmed your bank account and or card?
If in your balance then are the funds in your countries currency?
Is the bank account in exactly the same name as your paypal account name?
Is any debit cards billing address the same as your paypal account address?

Have you confirmed your email address?

Do you or your friend have any limitations?

Have you checked the email address you are sending to for any possible errors?
