Won't let me withdrawl money out of my paypal balance

when I try to put money from my paypal balance onto my debit card it says "Sorry, we weren't able to process your request. Please check your info and try again."

Have you confirmed the debit card with the 4 digit code sent to your card statement when you added it?

Does the billing address of the card match the address on your paypal account?

Is it a card paypal accept?
