Won't let me put my account card on

Hiya when I'm trying to connect my account it won't let me it's saying that the card is linked to too many accounts when it's not on any accounts.. I have money in my PayPal I need to put in my bank xx

You can only link a card to a max of 3 times in its lifetime.
