Hello, I am from Serbia. I can't withdraw money on my Visa card and Mastercard. I coulda a couple of years ago but now no. The card is linked and confirmed. Visa is didn't even shown as an option.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
