Good evening, I got an email saying that i was eligble for withdrawing my paypal funds. When im trying to add a credit card it says that it is used on another account, the other account is locked so i cant remove that card. Also i cant add my bank because its a german bank and i can only add USA banks because my paypal is set to usa. How can i fix this problem?
