For some reason every time I try to withdraw any money from my existing balance it sends a message saying “sorry, we cannot transfer money into your bank at this time”
You may need contact customer service in order to see why you get the message.
It sounds like it could be security system blocking you.
Have you verified a card on PayPal?
What is the amount you try to withdraw and how did you receive the money?
Are you logging in from a device or location you do not tend to log in from?
You could try change password and security questions, and using a computer with a secure network. You may need to wait full 24 hours before attempt if it still fails after this.
Otherwise contact customer service and they may be able to help.
