When you first make a request, the first status the transaction get is Pending (awaiting PayPal to process), when it is marked "complete" it means that PayPal processed your request to withdraw. Now you have to wait however long it said it will take when you were making the withdraw. Your bank does not notify PayPal when the funds are available in your bank account.
