Will I get the 1$ fee of adding a card back ?

Hello Guys , 
I'm just new to all of this payments stuff , I made a new prepaid card , after I added it to the paypal account , I got a message says that I got charged for a 1 USD , so I wonder will I get it back or it's a fixed payment for adding a card ?
