Why paypal still not report anything to me when withdraw be failed?

 I withdrawed 420$ to my local bank last week. And until now is one week + one day. My bank's account still not received anything, and paypal still not email or re-sent 420$ back to my paypal account, too.

What happened?

If they don't report to me, how I can know the reason why the withdraw be failed? How I know how to fix it?

another question:

I changed my legal name 2 years ago. But I still not change my name paypal's profile name ( however, I'm changed all of information on local bank account already). Is this trouble will prevent my local bank's account receive money ?

Its possible that the name on your PayPal account not matching the name on your bank account is why your funds haven't transferred. You will be able to request someone look into this. PayPal ask that you to wait 14 business days before contacting them about this issue.

I have just sent ID card and government paper about change my legal name to paypal yesterday.

However. I don't know when my paypal name will be change.
