Why isn't my balance changing even when i received money on my paypal account

I have someone claming to have sent me a payment through my payPal account but up to this day i haven't seen it reflecting on my balance.. why is that?

Money came to my account. There is a letter, there is a record in activity. Why hasn't the account balance changed?

Two days ago I made a payment on eBay. Paypal has withdrawn money from my bank card. $ 3 more than necessary. And the account balance hasn't changed either. Why was it not paid from the PayPal account?!

I don't like these problems! I'll leave the PayPal  I have been waiting for 2 days for the bank card to be attached to the account (otherwise the balance cannot be withdrawn). Why can't I withdraw money to the card, but the money is withdrawn from the card ?!
