Why is paypal charging extra to send money directly from my paypal account?

Hello,
I want to send my cousin (in Belgium) 30 euros from my canadian paypal accound.
So I transfered $50 CAD to my paypal. Then, when the fund cleared into my paypal account, I initiated the "send" money to her email address, which is registered to her paypal account.
So in setting up the "send", I use the paypal currency for euros to CAD and it gives the corresponding amount.
Then, it selects my paypal account (which already has $50 CAD) along with my bank account, with an additional charge of $2.98.
That is what I don't understand: why does paypal wants to use my bank account whereas I already transferred the required funds, and it wants to charge me for it. Why?
