Why didn't Paypal tell me I've been hacked or made a purchase?

I've just logged on my bank and then my Paypal and I've noticed a pending transaction of £302 (Seller informationPay in 3)  

 

It hasn't even emailed me of this and this was on the 13th of November, its currently on PENDING 

 

" This is a temporary authorisation to make sure your funding source will cover the payment. Your funding source will be charged when Pay in 3 completes your order."

 

then when I go to resolution centre it cites this 

 

"

Unable to complete your request

We’re sorry, you can’t file a case on this type of transaction. Please refer to our User Agreement for more details."

 

What the actual hell is this supposed to be?

If its pending then no one has been sent the funds yet, so you can't open a dispute.

Paypal covers you for unauthorised or non receipt / not as described if it does complete.

HOWEVER if its pending from your bank account then contact your bank and see if they can cancel the transfer for you.

Paypal can't do anything as they haven't got the payment to pass on yet.
