Why conversion fee ? I use my own credit card conversion !

Why is Paypal charging me conversion fee ? I use my own credit card conversion ! 

I live in Canada and want to buy with my Canadian credit card using its own conversion rate which is 0.

Nevertheless the seller is in Montreal  ! No conversion need it - back and forth !
