Why PayPal Isn't Linking my VISA card to my PayPal Account?

Hi,

I'm trying to link my VISA card to my PayPal account but it always says that:

We're sorry. We're not able to process your request right now. Please try again later.

Can anyone tell me what's the problem here? I even try to link my First Century Bank (from Payoneer) that didn't work too.

Please help me fix this issue.
