What to do if you get scammed?

About a week ago I bought 2 sweaters for $75 from a seller on Depop. I sent the money through Paypal Goods & Services so I had purchase protection. The next day, I find out the account I had bought from had gotten deleted and I had no way of contacting the seller. I later found out this happened to several others too and we had all been scammed. The seller said they would ship the items by last Friday and I believe they still haven’t since multiple people had bought the same items and they wouldn’t be able to ship it to each one of us. I’m not sure what to do or how to get my money back. Please help!

- Locate and click payment transaction in your PayPal account activity
- Click "Report a problem".
- Click “I didn't receive an item I purchased”.

I didn't receive my item or it's different than described. Should I open a dispute?
