What should I do to confirm my debit card?

Hi,

I am facing a problem for a long time. I could not send money to anyone since my debit card is net confirmed yet. When I try to confirm my debit card it keep shows a blank page on the 3D security  verification page. 

What should I do?

Should i contact my bank ? If the bank can't do anything about this what should i do then? Please help me!!

Try clearing your browser cache and cookies and restart device. You may also try a different browser and use the PayPal app to link card, if that's possible.
