Why would Walmart decline a cash out of funds when the money is available

Paypal did this crap to me while traveling when i tried to transfer funds. They said funds have to set 24 hr due to hold because my acct is generally used for purchasing. WTF?!? No, paypal wants to make a vig off your money sitting in their acct for a day. This is horrible , especially for people for that work on the road and dont have the convenience of a regular job. I will NEVER use paypal after this. Im sick of big companies **bleep** little people to keep their pockets fat. Ill keep up with my own funds!
