Why is paypal keep telling me that there is a problem in transferring money to your bank at this time?

it had been like this since about 3 weeks!!!!!!!!!!

and why the customer service is sooo uncaring about clients!!

I'm really angry right now and I want my money!!!!!

What shoulg I do? please help!
