Try just leaving the account alone for a day or two, switch off and on your wifi/cell connection (could be weak or bad signal causing issue) and then carefully try to withdraw again.
If you keep repeating the same failed action, forcing it, the security system may be triggered and block you, taking longer to reset so when you receive an error message the first time, MAY BE try again one more time but I would immediately back off and wait a few hours and then try again. The problem usually fixes itself.
