Hi I'm from lebanon can i link my visa card to paypal?

Are you in the U.S at the moment then only you have a U.S paypal account.

Paypal is not available in Lebanon so if you are there then you can't use another countries paypal account.

You would never be able to verify it and its pretty much useless to you.
