I enter wrong identification code 3 times and paypal block me on 24h. After 24h I try to enter identification code (call my bank and they told me ID code), but i can't. Pay pal don't accept my card anymore.

If you manage to enter a 4 digit code incorrectly 3 times then you can't confirm it anymore with the code system.

Add another card or ask paypal customer services to add the other one for you.

As you couldn't manage the simple code option then you would have to upload card statements to prove ownership of the account.
